In recognition of the commitment to transparency and exemplary performance of Field Operating Units (FOUs) and Local Government Units (LGUs) in their collaborative compliance with SubayBAYAN reporting requirements, the Department of the Interior and Local Government (DILG) Region 8 conducted the SubayBAYANI Awards Ceremony for the 3rd Quarter of 2023 via a hybrid platform on October 25, 2023.

The following were recognized as SubayBAYANI Awardees for the 3rd quarter of 2023:  Top Performing City/Municipal Local Government Units: For Leyte, Top 1 (Albuera, Hilongos, Kananga, Mayorga, San Isidro, Tolosa) Top 2 (La Paz), Top 3 (Javier (Bugho)), Top 4 (Mahaplag) and Top 5 (Calubian); In Eastern Samar, Top 1 (Balangkayan, Salcedo, Sulat), Top 2 (Llorente), Top 3 (General Macarthur), Top 4 (Quinapondan), Top 5 (Oras); In Northern Samar, Top 1 (Biri, Bobon, Capul, Lapinig, Las Navas, Pambujan, Rosario, San Antonio, San Jose, San Roque, San Vicente, Silvino Lobos), Top 2 (Catarman (Capital)), Top 3 (Mondragon), Top 4 (Lope De Vega), Top 5 (San Isidro); In Samar, Top 1 (Calbiga, Pinabacdao, Tagapul-An), Top 2 (Marabut),Top 3 (Santo Niño), Top 4 (Santa Rita), and Top 5 (Daram); For Biliran Top 1 (Almeria, Biliran, Cabucgayan, Culaba, Kawayan), Top 2 (Caibiran), Top 3 (Maripipi); and In Southern Leyte Top 1 (Anahawan, Bontoc, City Of Maasin (Capital), Hinunangan, Hinundayan, Libagon, Liloan, Padre Burgos, Pintuyan, Saint Bernard, San Juan (Cabalian), Sogod), Top 2 (Macrohon), Top 3 (San Ricardo), Top 4 (San Francisco), Top 5 (Tomas Oppus).

Also awarded during the activity were Top Performing Provincial Local Government Units (PLGUs) and DILG Provincial Offices, namely: Top 1, Southern Leyte and Samar Provincial Local Government Unit; Top 2, Biliran Provincial Local Government Unit; and Top 3, Northern Samar Provincial Local Government Unit.

In his message, DILG Region 8 Regional Director Arnel M. Agabe congratulated the entire region for its unmatched collaboration with the department, evident from the observed increase in the number of awardees during the SubayBAYANI Awards.

He emphasized that indeed, the efforts of the department to encourage the improved performance of the FOUs and LGUs through the SubayBAYANI Awards have paid off because for the 1st quarter, the region recorded 49 SubayBAYANI Awardees, while both for the 2nd and 3rd quarters, the region recorded a total of 73 awardees, a 49% increase.

RD Agabe also expressed his hope that the FOUs and LGUs will maintain or even surpass their accomplishments in the SubayBAYAN. He also hoped that more LGUs and FOUs would be hailed as SubayBAYANI Awardees in the next awards ceremony that will be conducted in December.

Likewise, RBME (Results-Based Monitoring and Evaluation) of LGU Infrastructure Projects (RLIP) Special Awardees were recognized during the activity. These were LGUs and FOUs that are top performers in the updating of SubayBAYAN RLIP Portal, namely: Bontoc, Libagon, San Juan, and Maasin City in Southern Leyte.

Through the SubayBAYAN, the DILG and Local Government Units (LGUs) sustain their collaboration in bringing up-to-date and efficient information to the public, while at the same time ensuring the quality and responsiveness of LGSF and LFPs for an improved delivery of service to the people.

The SubayBAYAN, short for “Subaybayan ang Proyektong Bayan”, was introduced as the official online platform of the Department for monitoring and reporting the progress of implementation of Local Government Support Fund (LGSF) projects and other locally funded projects (LFPs) administered by the Office of Project Development Services (OPDS). #
