Quinapondan, Eastern Samar – In time with the Municipality’s 77th Founding Anniversary, the DILG 8 graces the Inauguration and Turn-Over Ceremony of the municipality’s new Public Park with Water feature located in the Municipal Grounds on October 17, 2023.
LGU Quinapondan proposed the construction of a public park to advance the LGU’s economic development through tourism and community wellness by giving the people and tourists of the municipality a venue for leisure and recreation.
The project, funded through the DILG FY 2022 Seal of Good Local Governance Incentive Fund (SGLG-IF), was initiated on June 12, 2023, and successfully completed on September 8, 2023, to benefit more than 14,000 residents in the municipality. This initiative aims to incentivize the outstanding performance of the LGU in accordance with RA No. 11292, also known as the Seal of Good Local Governance Act of 2019.
On behalf of the DILG 8 Regional Director, Arnel M. Agabe, Assistant Regional Director, Atty. Darwin N. Bibar gave the turnover speech, through which he expressed his congratulations to the LGU and constituents of Quinapondan.
In his speech, he emphasized that indeed, the LGU is deserving of the SGLG award because of the early completion of the project on September 8, 2023. The SGLG-IF Operational Guidelines prescribe a 12-month period of project implementation.
ARD Bibar took the chance to remind the people that October is Local Government Month, which is celebrated to commemorate the enactment of the Local Government Code of 1991. He added that the 77th Founding Anniversary celebration of the municipality is the fruit of the enactment of the Local Government Code of 1991, which established the system and defined the powers of provincial, city, municipal, and barangay governments in the Philippines.
Through his turnover speech, ARD Bibar called for the people of Quinapondan to support the efforts of the LGU to maintain the project and to sustain its symbolism as a beacon of light for peace and progress. He also expressed his hope that the LGU will maintain its standing as an SGLG Passer.
For FY 2023, the National Validation for SGLG-IF in Region VIII has already concluded, and Quinapondan is among the LGUs validated.
Present during the momentous activity were Quinapondan Municipal Mayor Rafael S. Asebias, Vice Mayor Leo Jasper M. Candido, together with the Municipal Council and Sangguniang Bayan Members. Also present were functionaries from the DILG, namely, PD Johannes Y. Dorado, CH Jerry A. Enriquez, MLGOO Nina B. Servano, and PDMU Head Engr. Jesus Jeremy D. Bagares. #
