The EVHRDC Icon Contest (Sculpture or Emblem Design)
Calling individual or team artists!
EVHRDC is holding the Icon contest to develop and showcase an icon, emblem, or sculpture, which would represent the theme/vision of EVHRDC. This design shall be customized into a trophy to be used by the consortium in recognizing budding and distinguished health researchers in future health research awards.
Guidelines and Mechanics
· All Filipino artists, amateur and professionals, as well as students (18 years old and above) all over the region are enjoined to participate.
· The theme of the sculpture icon is “Transforming Health Research in Eastern Visayas”.
· The icon maybe by designed by one artist only or as a team. However, the team is considered as one entry; hence, the prize shall be apportioned to all the members.
· The design or blueprint of the icon is the responsibility of the artist to be drawn on a ¼ illustration board or legal canvass/board art paper. The design can be electronically made and printed.
· All designs will become the property of the EVHRDC, and EVHRDC is solely authorized to produce the artworks to public, and use the same for future promotion of the EVHRDC. The creator shall be recognized.
· By joining the competition, the participant warrants that the entry is originally made and does not violate any intellectual property rights and has never been used or submitted in any other contests or events whatsoever.

RD Timmy Caneja bows out of DILG after 31 years; Atty. Darwin Bibar to act as OIC RD

The Department of the Interior and Local Government (DILG) in Eastern Visayas has a new head of office after Regional Director Artemio B. Caneja compulsorily retired after 31 years in DILG.
In a short simple rite during the MANCOM meeting last April 20, 2020 at the DILG-8 Regional Office, Dir. Caneja turned over the DILG banner to OIC Assistant Regional Director Atty. Darwin N. Bibar, who will serve as the Officer in Charge Regional Director of DILG Eastern Visayas.
Director Caneja thanked his fellow employees for their support and for the friendships he gained in DILG. He also expressed elation at relinquishing his post to a fellow DILG officer from Eastern Visayas, extending a current streak which began with Usec. Marivel C. Sacendoncillo in 2016. He voiced confidence in the ability of Atty. Bibar to lead the operations in harnessing LGUs in the fight against COVID-19 as well as implementing priority programs such as promoting peace and security, and strengthening community resilience, among others. Further he encouraged the senior management to strive and be ready for bigger challenges in their careers.
Director Caneja rose from the ranks of DILG as a Local Government Operations Officer II in 1989 (member of the 34th Batch), becoming a Regional Planning Officer; Head Executive Assistant; chief of the Technical Services Division; chief of Administrative Division; Provincial Director of Samar and then Leyte; attaining his Career Executive Service (CES) eligibility; being appointed as Assistant Regional Director; and finally Regional Director in December 2018. Fellow employees lauded Director Caneja for his humility, compassion, generosity, competence and dedication to his job. Northern Samar Governor Edwin Marino Ongchuan and Board Member Neil Hernandez likewise sent messages of thanks to Dir. Caneja for his faithful service to the department.
Atty. Bibar in his acceptance speech, recognized the “big shoes he had to fill” after RD Caneja. He conveyed his surprise and sense of humility at being given the opportunity to lead DILG Region 8 so soon after he had been designated as OIC Assistant Regional Director in January 2020. Nevertheless he thanked Secretary Eduardo M. Año and Usec. Sacendoncillo for their trust in his capability, and vowed to do his best for the welfare of the office and its people. Likewise the new DILG-8 OIC Regional Director assured that in the coming weeks he will be firming up plans with other officers improve regional competitiveness.
Atty. Bibar as OIC DILG-8 ARD acted concurrently as City Director of DILG Tacloban. Before becoming City Director, he was formerly the chief of the Finance and Administrative Division and before that, Regional Legal Officer. He entered DILG in 1997 as an LGOO II, Batch 40. ###

To keep the public abreast with accurate, relevant and updated information, and to facilitate dissemination of official 2019-11COV ARD information materials and health advisories,
all Local Government Units are encouraged to access the official website at https://www.doh.gov.ph/2019-nCoV of the Department of Health (DOH),
the lead government agency in protecting the Filipinos from various diseases, in close coordination with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.
Further, Local Chief Executives are advised to inform their constituents to access the said official website for guidance and refrain spreading unofficial information or fake news to avoid confusion and public panic.
All DILG Regional Directors and the BARMM Minister of Local Government are directed to cause the widest dissemination of this Advisory.

DILG to LGUs: Prepare for Ursula to ensure a safe Christmas

Mindful that people may be distracted by the holiday season, the Department of the Interior and Local Government reminded local government units to initiate Operation Listo protocols in view of the approaching Tropical Storm Ursula (International name: Phanphone) that is expected to make landfall in Eastern Visayas on the day before Christmas or on the day itself.
“Governors, Mayors and Punong Barangays have to be in their areas of responsibility and should start actions pursuant to Listong Pamahalaang Lokal such as convening the local Disaster Risk Reduction and Management Council (DRRMC), activating the Operations Center, prepositioning relief and response, informing residents, preparing evacuation centers and holding preemptive evacuations, especially in hazard-prone areas,” said Regional Director Artemio B. Caneja. He added, “Make sure that the families remain safe and whole during and after Christmas”.
PAGASA in its December 23, 2019 11:00 AM forecast, said that the center of Tropical Storm "URSULA" was estimated at 790 km East Northeast of Hinatuan, Surigao del Sur or 870 km East of Surigao City, Surigao del Norte (09.7 °N, 133.4 °E ) with maximum winds of 65 kilometers per hour (KPH) and gustiness of 80 KPH.
"URSULA" is forecast to gradually intensify to at most Severe Tropical Storm category prior to landfall over Eastern Visayas tomorrow (24 December) afternoon or evening. Between tomorrow and Wednesday (25 December) morning: moderate to heavy rains are expected over Dinagat Islands, Siargao and Bucas Grande Islands, Eastern Visayas, Sorsogon, Masbate, Romblon, Aklan, Antique, Capiz, Iloilo, Guimaras, and the northern portions of Cebu and Negros Occidental.
“Ursula” is moving west northwest at 30 KPH and is expected by 11:00 AM December 24, 2019 to be at 260 km East of Guiuan, Eastern Samar(10.7°N, 128.1°E) and on December 25, 2019 11:00 AM at 45 km West Northwest of Roxas City, Capiz(11.8°N, 122.4°E)
Strong winds associated with this Tropical Storm may begin to affect Eastern Visayas and northeastern Mindanao tomorrow morning; southern portion of Bicol Region and some portions of Central Visayas tomorrow afternoon. This may bring light damage to medium to high-risk structures.
Residents in these areas are advised to take appropriate measures to reduce the potential impact of flooding and rain-induced landslides, especially in areas identified to be highly to very highly susceptible to these hazards.
On the other hand, Regional Director Caneja called on DILG Field Officers to assist Local Chief Executives and report LGU actions following the required office procedures.

DILG urges LCEs to create Local Governance Transition Team

The Department of the Interior and Local Government (DILG) through Director Artemio B. Caneja urged the Local Chief Executives (LCEs) in Eastern Visayas especially those outgoing officials to initiate the creation of the Local Governance Transition Team.
RD Caneja revealed that it is imperative to prepare for an effective turnover of responsibility as part of ensuring continuity in local governance, as enunciated by Secretary Eduardo Año.
Pursuant to Memorandum Circular 2019-39, the team is responsible in conducting an inventory of the properties of their respective LGUs. These include the immovable properties such as the land, buildings, infrastructure facilities and its improvements, and machineries made immovable as well as the movable properties like the vehicles, office equipment, furniture, fixtures, and office supply stocks, among others.
Dir. Caneja said all official documents and/or records of LGU official transactions such as, but not limited to, Governance Assessment Report (CY 2018) and Commission on Audit Report (CY 2018) should be gathered, secured, and preserved by the newly elected and reelected officials.
Furthermore, the officials are directed to conduct turnover of accountabilities using the prescribed forms. They should as well organize a turnover ceremony that will include briefing on the Governance Assessment Report and key challenges to incoming set of officials to ensure a smooth local governance transition.
The DILG8 chief likewise encouraged them to accomplish and submit the Elective Local Official Personal Data Sheet (ELOPDS) not later than July 8 to their respective Human Resource Management Offices, Sanggunian, and DILG city/municipal office.
The newly elected and reelected officials will also undergo the Program for Newly-Elected Officials (NEO) led by the Local Government Academy (LGA) which will train them on how to become effective leaders.
The NEO Program has five major components which shall be open to all elected local officials. The five components of the program are: (1) Ensuring Smooth Transition; (2) Jumpstarting Local Governance; (3) Creating the Roadmap for LGU Development; (4) Sharpening the Competencies of NEOs and Functionalities; and (5) LGU Performance Management.

Tanauan National High School in Tanauan, Leyte bested 13 other schools in the Secondary level category, while Leyte Normal University bested three other teams in the College Level category of the Slogan and Poster-Making contest on the World Water Day on March 22, 2019 held at the DILG Leyte Conference Room in Tacloban City.
The contest sponsored by the Department of the Interior and Local Government (DILG) aimed to bring to the fore the issues of conservation of the bodies of water and other water sources, as part of the 6th Sustainable Development Goal of Clean Water and Sanitation.
DILG-8 Regional Director Artemio B. Caneja who presented the prizes and welcomed the participants, urged them to share with those in their sphere of influence about how each could help conserve oceans, rivers, lakes and other sources of water.
Meanwhile separate teams from Eastern Visayas State University (EVSU) gained 2nd Prize honors at Secondary and College levels. A team from St. Therese Educational Foundation of Tacloban Incorporated (STEFTI) garnered Third Prize for Secondary level, while for the College Level, St. Paul School of Professional Studies (SPSPS) in Palo, Leyte took third Prize.
The top three winners in each category received P7,000 as 1st Prize, 5,000 as 2nd Prize, and P3,000 as 3rd Prize aside from Certificates of Recognition. All other competing teams received P1,000 as Consolation Prize as well as Certificates of Participation. Serving as members of the board of Judges were Messrs Dante Enage, Clint Gonzales and Glenn Albert Aseo.
Other teams which joined the 2019 World Water Day contest included (for the Secondary Category) Dulag National High School, Leyte Colleges, Leyte National High School, SPSPS, Tolosa National High School, LNU Integrated Laboratory School, Philippine Science High School, Alang-alang National High School, Sta. Fe National High School, Palo National High School, and AMA Computer College of Tacloban City. The College Level contest was joined by LNU, SPSPS and two teams from EVSU.
This year’s World Water Day in our country had the theme, “Hawak-Kamay, Tubig-Kaagapay” with the hashtag, #SaTubigWalangIwanan. The contest was organized by the DILG-8 Project Development Management Unit headed by Engr. Ofelia Pido and its Communication Officer Arvia Denalo. ###

DILG TO HOLD SLOGAN AND POSTER-MAKING CONTESTS FOR WORLD WATER DAY
The Department of the Interior and Local Government (DILG) Region 8 invites interested teams from High School and College Levels to join its On-the-Spot Slogan and Poster-Making Contest to celebrate World Water Day on March 22, 2019. The activity to be held at 1:00 PM on March 22, 2019 at the DILG-8 Regional Office, Kanhuraw Hill, Tacloban City is open to the first ten(10) teams of two members for each category, said DILG-8 OIC Regional Director Artemio B. Caneja. “This year’s celebration is made doubly more significant with the El Niño phenomenon threatening large parts of our country,” said RD Caneja. Participating teams must illustrate this year’s World Water Day theme, “Hawak Kamay, Tubig Kaagapay” with an accompanying slogan. The slogan may be in English, Filipino or Waray. DILG Region 8 will provide the illustration board. Other materials should be provided by the participating team.
They may use any of the following materials:
Oil Pastel, Crayons, Acrylic, Cray pas, water color, ink oil, or Markers.
Prizes for each category shall be as follows:
1st Prize: P7,000; 2nd Prize: P5,000; 3rd Prize: P3,000; and Consolation Prize – P1,000.
Entries will be judged on the following criteria:
Originality: 25%; Creativity: 25%; Relevance to the theme: 20% and Visual impact: 30%.
