In a continuing effort to localize national mandates on reproductive health and responsible parenthood, the Department of the Interior and Local Government (DILG) Region 8 participated in the Orientation for the Establishment of the RPRH Implementing Teams, held on June 3โ4, 2025 at Madison Park Hotel, Tacloban City.
Organized by the Commission on Population and Development (CPD) Region 8, the two-day orientation brought together provincial and city implementing teams, alongside DILG 8, in its capacity as oversight agency in monitoring LGU compliance with RPRH-related policies and directives.
The activity was conducted in line with Republic Act 10354, or the Responsible Parenthood and Reproductive Health (RPRH) Law of 2012, which mandates the Philippine Government to ensure universal access to reproductive health services, particularly modern family planning methods, adolescent sexual and reproductive health (ASRH), the elimination of gender-based violence (GBV), and the prevention of sexually transmitted diseases such as HIV/AIDS.
The orientation served as a venue to review and assess the 2024 LGU compliance reports as of April 2025, surface gaps in reporting and implementation, and formulate local action plans responsive to the unmet needs of communities. It also provided an opportunity to organize and capacitate functional RPRH teams at the local level to institutionalize coordinated action in advancing reproductive health and responsible parenthood programs.
DILG Memorandum Circular No. 2020-132, which reiterates the pivotal role of local government units in the implementation of the RPRH law, was also emphasized during the orientation. The memorandum calls on LGUs to mobilize their resources and governance structures in ensuring the delivery of comprehensive and rights-based reproductive health services.
Through this orientation, stakeholders affirmed their commitment to improving the quality, accessibility, and sustainability of family planning and reproductive health programs in Eastern Visayasโhighlighting the importance of inter-agency collaboration in upholding the health and rights of every Filipino family.
