As part of ongoing efforts to review and improve the guidelines on Civil Society Organizations (CSOs) accreditation and the Citizen Satisfaction Index System (CSIS), the Department of the Interior and Local Government (DILG) Region 8 joined the Roundtable Discussion 2025: Collaborative Initiatives for Reforming CSO Desks and Local Engagement (CIRCLE) for the Visayas-Mindanao Cluster from May 26 to 29, 2025 at Greenleaf Hotel, General Santos City.
CIRCLE 2025 serves as a platform for substantive dialogue on strengthening CSO partnerships and enhancing the use of the CSISโ€”a key tool that gauges citizen satisfaction with local government services. Through collaborative workshops and presentations, participants reviewed existing practices and recommended updates to several components, including CS reports, CSO-focused group discussions (FGDs), Utilization Conferences (UCs), and the Citizen-driven Priority Action Plan (CPAP) guidelines.
In her message, Bureau of Local Government Supervision (BLGS) Director Debbie T. Torres emphasized the vital role of participatory governance and the contributions of CSOs in assessing and improving public service delivery. She also stressed the importance of equipping local government units (LGUs) with the capacity to effectively address the needs of their communities.
Recognition and Awards (RAD) Division Chief Jose Denver Calo of BLGS led the Training Management Team. Participants included Regional Focal Officers of the CSIS and the CSOโ€“Peopleโ€™s Participation Partnership Program (CSO/PPPP) from various regions alongside representatives from partner LRIs.
Representing DILG Region 8 were CSIS Regional Focal Officer Jenna Negros, SLGP DMO IV Jervies Neil Dela Cruz, and DMO III Roderick Nebrida. Also present were Eastern Visayas State University (EVSU) CSIS Project Manager Rustom Clemente and Saint Joseph College (SJC) CSIS Project Manager Ruby De la Torre.
DILG Region 8 continues to deepen citizen participation and reinforce transparency and accountability in LGUs in its drive to foster good local governance in Eastern Visayas.
