In a concerted effort to strengthen collaboration and streamline support for local governments in Eastern Visayas, the Department of the Interior and Local Government (DILG) Region 8 convened the 2nd Quarter Meeting of its Multi-stakeholder Advisory Council (MSAC) cum Regional Champions of Good Local Governance (RCGLG) on June 9, 2025, at the DILG 8 Training Center, Tacloban City.
The meeting served as a vital platform to foster synergy among national government agencies, partner institutions, and local stakeholders. It aimed to harmonize programs, prevent duplication of efforts, and reinforce coordinated delivery of technical assistance to LGUs in the region. Highlights of the session included in-depth discussions on the MSAC-Focused Eastern Visayas Local Governance Resource Center (EV-LGRRC) Manual of Operations and the proposed standalone MSAC Manual of Operations, both intended to guide future joint initiatives more effectively.
In his message, DILG 8 Regional Director Arnel M. Agabe underscored the pivotal role of the MSAC in enhancing the effectiveness and impact of LGU support mechanisms.
โOur work in the MSAC is not just about collaborationโitโs about strategic alignment. We ensure that interventions are not only well-coordinated but are also responsive, targeted, and free from unnecessary overlaps. This is especially crucial when we recognize and capacitate our local government units and officials,โ RD Agabe stated.
He also reaffirmed MSACโs key role in preparing incoming local officials under the NEO PLUS (Newly Elected Officials Performing Leadership for Uplifting Service) program. This approach ensures a seamless transition and immediate engagement of new leaders with core governance principles and responsibilities.
In light of the reprogramming of the Seal of Good Local Governance (SGLG), RD Agabe also expressed his support for the Local Leagues’ requests to conduct LGU performance reviews at the regional level. He suggested integrating capacity-building indicators into the review framework, thereby expanding its focus from compliance to competency development.
The session further included presentations and updates from national government agencies to align regional initiatives with ongoing programs at the national level. A key agenda item was the proposed Regional SGLG Champions, intended to spotlight exemplary LGU practices and promote replicable models of good governance.
This quarterโs MSACโRCGLG meeting affirmed DILG Region 8โs unwavering commitment to advancing excellence in local governance. By leveraging partnerships, aligning priorities, and institutionalizing inclusive processes, the region continues to move toward more effective, accountable, and people-centered public service delivery.
