As part of efforts to bolster the Comprehensive Social Benefits Program (CSBP) in Eastern Visayas, the CSBP Regional Working Group (RWG) 8 Housing Sub-Cluster conducted an onsite inspection and beneficiary dialogue on June 13, 2025 at Sangyaw Village, Barangay 108, Tacloban City.
The activity aimed to directly engage CSBP beneficiaries and address persistent housing-related concerns, in collaboration with key stakeholders. Housing Sub-Cluster lead National Housing Authority (NHA) facilitated the dialogue, with barangay officials, officers of the Sangyaw Village Homeowners Association, and representatives from the Sub-Cluster’s member agencies participating.
CSBP Regional Focal Officer LGOO VI Gin Kenneth M. Estaco represented DILG 8 Regional Director Arnel M. Agabe. In his remarks, Estaco emphasized that the initiative is part of the CSBP-RWG8โ€™s broader commitment to provide responsive support and sustained assistance to CSBP beneficiaries. The activity, he added, is a direct response to issues raised during the interfacing session held on May 21, 2025 at the Police Regional Office 8 in Palo.
Key issues tackled include the construction of a perimeter fence and entrance gate, the deteriorating condition and prolonged non-occupancy of several housing units, the proposed establishment of a talipapa (community market), skills mapping for targeted livelihood interventions, and calls for increased visibility and patrols by local police and barangay tanods within the village.
The activity concluded with a site inspection of several housing units allocated to CSBP beneficiaries. The inspection team noted that many unitsโ€”particularly those subject to cancellation due to beneficiariesโ€™ non-compliance with NHA documentation requirementsโ€”were already in a dilapidated state. To fast-track the cancellation and reallocation process, especially for units whose intended occupants can no longer be reached, coordination with the Armed Forces of the Philippines (AFP)for certification was recommended.
The event was attended by representatives from the NHA, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Philippine National Police (PNP), reflecting strong inter-agency support for the housing sub-cluster’s initiatives. Barangay 108 (Tagpuro) officials, who have jurisdiction over the area, were also present and expressed their full commitment to supporting the community. They pledged to intensify regular tanod patrols and expedite the installation of streetlights to improve security and livability within the village.
This collaborative effort underscores the whole-of-government approach in addressing the needs of families of military and police personnel killed or wounded in action, reaffirming the government’s promise to leave no one behind.
