TACLOBAN CITY – The DILG R8 conducted the Orientation on Republic Act No. 9184 and its 2016 Revised Implementing Rules and Regulations (IRR) on September 27-29, 2022 at the DILG Training Center through a hybrid setup.

A total of 111 participants coming from the Regional and Provincial Offices gathered together either in person or through the use of an online platform to indulge in the discussion of the procurement laws, which aimed to discuss the key features of RA 9184 and its Revised IRR and conduct an open forum to address concerns, clarifications and questions on the law.

In his message, Atty. Arnaldo E. Escober Jr, DILG 8 Regional Director, addressed the importance of RA 9184 for good governance protocols to provide an effective and efficient procurement in the Department. He added that with the help of this orientation, the Regional and Field Offices would be equipped with the skills in order to assist Local Government Units in the implementation of their projects.

Topics included in the orientation were Key Features of the Government Procurement Reform Act, Alternative Methods of Procurement, Procurement Planning and Budget Linkage, Standard Bidding Procedures for Goods and Infrastructure Projects, Penal, Civil and Administrative Provisions, Protest Mechanism and Blacklisting Guidelines, and Efficient Procurement Measures During a State of Calamity or Implementation of Community Quarantine or Similar Restriction.
