TACLOBAN CITY – The DILG Region 8, through its Local Governance Regional Resource Center, conducted its Consultation Meeting on the Conduct of Analysis of the Capacity Development Needs of LGUs on July 08, 2022, from 9:00 AM to 12:00 noon via Zoom online platform.

DILG Assistant Regional Director Atty. Darwin N. Bibar delivered his welcome message, highlighting the importance of the consultation, particularly on how it would help the Local Government Units with their transition to Full Devolution. The activity was attended and participated by the Cluster Heads and Focal Persons on LGU Devolution Transition Plans Capacity Development Agenda from the 6 DILG Provincial Offices and DILG Tacloban City Office.

Further, Memorandum Circular No. 2022-091: Guidelines on the Conduct of Analysis of the Capacity Development Needs of LGUs was discussed, focusing on the Policy Content/Guidelines. Then the Capacity Development Analytical Framework of DILG Region 8, which had been developed based on the prototype of the pilot regions and shared by the Local Government Academy, was presented. Its key activities were also discussed in detail.

The meeting concluded with agreements to share the suggestions and requests with the Local Government Academy through an official letter. The consultation meeting primarily aimed to discuss the Capacity Development Analytical Framework of Region 8 and gather feedback for its improvement. It will be used in the conduct of analysis of the Capacity Development Needs of LGUs in the region. The results of the analysis would be one of the references of the National Government Agencies (NGAs), Local Resource Institute (LRIs), Academes, CSOs, and other stakeholders in providing technical advisory and support to the Local Government Units in support of Full Devolution.
