The Seal of Good Housekeeping is a recognition of local governments for sound fiscal management as evidenced by absence of “adverse” or “disclaimer” opinion from the LGU’s Annual Audit Report (AAR) from the Commission on Audit (COA); and compliance with the Full Disclosure Policy (FDP).

The list is gathered from monitoring reports of DILG field officers, which are validated by provincial and regional teams with participation of a representative from civil society.
